Preparation
- Preheat the oven to 400°F (200°C).
- Heat a large skillet over medium heat. Add the ground beef and cook until browned, breaking it up with a spoon. Drain any excess fat.
- Add the chopped onion and minced garlic to the skillet. Cook until the onion is softened, about 3 to 4 minutes.
- Stir in the frozen mixed vegetables, tomato paste, beef broth, and Worcestershire sauce. Season with salt and pepper. Let the mixture simmer for 5 to 7 minutes, stirring occasionally, until slightly thickened.
- Transfer the beef-and-vegetable mixture into a casserole dish and spread it evenly across the bottom.
Assembly
- Spoon the prepared mashed potatoes over the beef mixture, smoothing to cover completely.
- Dot the mashed potatoes with the butter and sprinkle the shredded cheddar cheese over the top if using.
Baking
- Bake for 20 to 30 minutes, until the top is golden and bubbling. If you want a crispier top, place under the broiler for 1 to 2 minutes—watch carefully to avoid burning.
- Remove from the oven and let rest for about 5 minutes before serving.

Notes
Feel free to use leftover mashed potatoes to save time. For vegetarian, replace ground beef with lentils or mushrooms. For lower carbs, consider cauliflower mash instead of potatoes.
